The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Theories of consciousness have a long and controversial history. One well-known proposal — integrated information theory — has recently been labeled as ‘pseudoscience’, which has caused a heated open debate. Here we discuss the case and argue that the theory is indeed unscientific because its core claims are untestable even in principle.

In lieu of an abstract, here is a brief excerpt of the content:242 HISTORY OF PHILOSOPHY his political and religious predispositions prodded him to demonstrate that the roots of modern science were in the Christian Middle Ages. Sarton's particular foibles are best understood by referring them to his pacifist commitments and the moralistic assumption that the values of science are transferable to other human endeavors. Categories such as inductivism, conventionalism and Popperianism are of little help in gaining historical understanding. For (...) this, they are in fact Platonic ideals which have little heuristic value. I would venture that a truly historical historiography of science would aid us in spotting errors in the past and help us in the future. My guess is that a good analysis would reveal a major source of trouble to have stemmed from preconceived notions which the history of science was meant to illustrate. Surely some of them have been philosophical in character, and even Baconian or conventionalist. But until recent times, most of these preconceptions have stemmed from religious, nationalistic, or personal motivations, or from scientists who wanted support for a particular concept. I agree with Agassi only in the suggestion that a parti pris was at the root of our troubles. Why, then, substitute a Popperian preconception for a conventionalist one? Why not, on the contrary, combat their distorting influence and reduce their impact? This is in fact what has happened in recent times. As the history of science has fallen into the hands of a gradually organized profession, the blatant motivations --of any type--which colored past historical writings have slowly receded. By a constant and critical confrontation of opposing views among specialists, the purpose for examining the history of science has slowly been transformed. The older external motivations have given way to an interest in the subject for its own sake and a gradual transformation has been in the making for the last few decades. As happens in other human endeavors, professionalization has already raised the standards in the discipline and there is every reason to think it will continue to do so in the future. We need not really be as pessimistic as Agassi, nor embrace his particular salvation. Traditional views of rationality posit general-purpose decision mechanisms based on logic or optimization. The study of ecological rationality focuses on uncovering the “adaptive toolbox” of domain-specific simple heuristics that real, computationally bounded minds employ, and explaining how these heuristics produce accurate decisions by exploiting the structures of information in the environments in which they are applied. Knowing when and how people use particular heuristics can facilitate the shaping of environments to engender better decisions.

Next SectionIn an online study conducted separately in the UK and the US, participants rated the acceptability and fairness of four interventions: two types of financial incentives and two types of medical interventions. These were stated to be equally effective in improving outcomes in five contexts: weight loss and smoking cessation programmes, and adherence in treatment programmes for drug addiction, serious mental illness and physiotherapy after surgery. Financial incentives were judged less acceptable and to be less fair than medical interventions (...) across all five contexts. Context moderated the relative preference between rewards and penalties: participants from both countries favoured rewards over penalties in weight loss and treatment for serious mental illness. Only among US participants was this relative preference moderated by perceived responsibility of the target group. Overall, participants supported funding more strongly for interventions when they judged members of the target group to be less responsible for their condition, and vice versa. These results reveal a striking similarity in negative attitudes towards the use of financial incentives, rewards as well as penalties, in improving outcomes across a range of contexts, in the UK and the USA. It also enables the author to offer new solutions to long-standing problems surrounding these concepts, such as the Ship of Theseus Problem and the issue of mereological essentialism. The author shows by his use of formal techniques that classical philosophical problems are amenable to rigorous treatment, and the book represents a synthesis of issues and methods from the analytical tradition and from the older continental realist tradition of Brentano and the early Husserl. _Purpose:_ In order to develop an evidence-based, sport-specific minimum impairment criteria (MIC) for the sport of vision-impaired (VI) shooting, this study aimed to determine the relative influence of losses in visual acuity (VA) and contrast sensitivity (CS) on shooting performance. Presently, VA but not CS is used to determine eligibility to compete in VI shooting. _Methods:_ Elite able-sighted athletes ( n = 27) shot under standard conditions with their habitual vision, and with their vision impaired by the use of simulation (...) spectacles (filters which reduce both VA and CS) and refractive blur (lenses which reduce VA with less effect on CS). Habitual shooting scores were used to establish a cut-off in order to determine when shooting performance was ‘below expected’ in the presence of vision impairment. Logistic regression and decision tree analyses were then used to assess the relationship between visual function and shooting performance. _Results:_ Mild reductions in VA and/or CS did not alter shooting performance, with greater reductions required for shooting performance to fall below habitual levels (below 87% of normalized performance). Stepwise logistic regression selected CS as the most significant predictor of shooting performance, with VA subsequently improving the validity of the model. In an unconstrained decision tree analysis, CS was selected as the sole criterion (80%) for predicting ‘below expected’ shooting score. _Conclusion:_ Shooting performance is better predicted by losses in CS than by VA. Given that it is not presently tested during classification, the results suggest that CS is an important measure to include in testing for the classification of vision impairment for athletes competing in VI shooting. A way of reading the Tractatus has been proposed which, according to its advocates, is importantly novel and essentially distinct from anything to be found in the work of such previously influential students of the book as Anscombe, Stenius, Hacker or Pears. The point of difference is differently described, but the currently most used description seems to be Goldfarb’s term ‘resolution’ – hence one speaks of ‘the resolute reading’. I’ll shortly ask what resolution is. For now, it is enough that (...) it aims to give full weight to the penultimate section of the Tractatus in which Wittgenstein declares his propositions to be nonsense, where giving full weight to that declaration involves not hearing it as allowing that those ‘nonsensical’ propositions might have another kind of ‘sense’. In that same section Wittgenstein explains that these nonsense propositions, while devoid of meaning, have a use: to make the kind of use of them that their author intends – and so to understand him – requires recognizing that they are nonsense; and through that recognition one ‘surmounts’ these propositions, and is led ‘to see the world aright’. ABSTRACT:The link between firm corporate social performance (CSP) and executive compensation could be driven by a sorting effect (a firm’s CSP is related to the initial levels of compensation of newly hired executives), or by an incentive effect (incumbent executives are rewarded for past firm CSP). Existing empirical work focuses exclusively on the incentive effect. In contrast, in this paper we explore the sorting effect of firm CSP on the initial compensation of newly hired executives. In doing so, we develop (...) a novel theoretical approach based on an integration of stakeholder theory and human capital theory, suggesting a positive association between the initial compensation of executives and firm CSP strengths and concerns. It also suggests that the strength of this relationship varies between different executive roles (as a function of stakeholder-management responsibilities). We find support for this theoretical framework in a large sample of newly-hired executives employed by Standard & Poor 1500 firms. (shrink)

How can anyone be rational in a world where knowledge is limited, time is pressing, and deep thought is often an unattainable luxury? Traditional models of unbounded rationality and optimization in cognitive science, economics, and animal behavior have tended to view decision-makers as possessing supernatural powers of reason, limitless knowledge, and endless time. But understanding decisions in the real world requires a more psychologically plausible notion of bounded rationality. In Simple heuristics that make us smart (Gigerenzer et al. 1999), we (...) explore fast and frugal heuristics – simple rules in the mind's adaptive toolbox for making decisions with realistic mental resources. These heuristics can enable both living organisms and artificial systems to make smart choices quickly and with a minimum of information by exploiting the way that information is structured in particular environments. In this précis, we show how simple building blocks that control information search, stop search, and make decisions can be put together to form classes of heuristics, including: ignorance-based and one-reason decision making for choice, elimination models for categorization, and satisficing heuristics for sequential search. These simple heuristics perform comparably to more complex algorithms, particularly when generalizing to new data – that is, simplicity leads to robustness. We present evidence regarding when people use simple heuristics and describe the challenges to be addressed by this research program. The purpose of this note is to examine the claim made by Howard Smokler that “Goodman's paradox should be considered as an independent argument against a conception of inductive logic which makes use of rules of acceptance”.Smokler's claim arises from his treatment of Goodman's paradox in the form given it by Israel Scheffler. Schefflerhas discussed this paradox primarily in the context of a methodology of induction which views inductive rules as rules of acceptance permitting one to assert detached conclusions. In this paper I propose a series of hypotheses for further study that are related to potential negative impacts of non-traditional export agriculture (NTEA) on peasantfarmers in Central America. International lenders and donor agencies are promoting this diversification of agricultural exports as part of structural adjustment programs in the region, in order to increase foreign exchange earnings and raise the incomes of the rural poor.There is growing evidence, however, that the impact on the rural poor may not be favorable. I (...) argue that because NTEA can introduce powerful economies of scale, it is likely to accelerate social differentiation in the countryside and expel large numbers of peasant farmers from their lands. In this sense NTEA may be similar to previous export ‘booms,’ leading to rapid intensification of social instability and conflict in an already troubled region. This raises the serious question of the long term sustainability of this development strategy.There is a shortage of published studies that directly address these issues, making further work essential for the adequate review of NTEA policies. I formulate six testable hypotheses based on the economies of scale associated with NTEA. Each is related to a resource essential for successful agricultural production: land; credit; prices, costs, and subsidies; technology; technical assistance; and markets. I suggest that as NTEA grows, small farmer access to each is reduced, eventually making peasant production for domestic consumption an unviable alternative, while those who venture into NTEA encounter unacceptable levels of risk. This paper discusses the notion of ecopoetics in relation to the work of Martin Heidegger and his concept of dwelling. Our aim, broadly stated, is to respond to the question: "What frame of mind could bring about sustainability - and how might we develop it?" In the first part of the paper, we comment on Jonathan Bate's notion of ecopoetics and his discussion of Heidegger. Crucial here is the question of whether we can ever approach Nature in an non-ideological way (...) or are all attempts to capture Nature, theoretically or poetically or narratively, nothing more than our own peculiar appropriation of it? Ecopoetics might be conceived as a response to this question, although we dispute Bate's view. In the second part of the paper, following Micheal Haar's perceptive reading, we elaborate the four senses that Heidegger gives to Nature, and in the third section, we make some concluding comments about the notion of sustainability that might be explicated in relation to Heidegger's four senses of Nature. The most prevalent modes of philosophy, educational theory, and philosophy of education currently extant in the United States represent a pronounced departure from the fundamental patterns of the Greek-Jewish- Christian tradition. Among the noteworthy characteristics of the more popular trends is a tendency toward the denial of, or an indifference regarding, the existence of a Transcendent Being. This feature alone has effected a radical departure from the scholarly traditions which are characterized by investigations into the relationships between theology and philosophy. (...) This factor, in turn, bears potentially strong influence upon the theory and practice of education. Partially in order to promote the revivification of a heritage not unrelated to that of many early American intellectual leaders, the main purpose of this paper is to exemplify the structure and an aspect of the substance of a theology-philosophy of Catholic education in accord with a selected passage from A New Catechism: Catholic Faith for Adults. The theological-philosophical dimension of this structure is represented by a developmental process entailing three stages of progression: from human love through an awareness of the “God of the philosophers” to belief in Christ. It is shown how theological and philosophical elements of this process bear upon the importance of early childhood religious education as well as of Catholic education somewhat more broadly conceived. It is noted that, although the theological-philosophical foundations allow for numerous options in education, there are bounds within which the direction of this education must be retained. The current importance of this kind of investigation lies in 1) the fundamentally empiricist approaches in philosophy of education so prominent today, 2) the inability of empiricist philosophies to confront prescriptive values in an authentically rational fashion, and 3) the necessity of a theological-philosophical approach for the Christian who wishes to think rationally about prescriptive values, and to formulate the kinds of educational plans which will prove to be effective in promoting authentic human happiness. Brief references to the practical efficacy of theoretical conceptions, and to teacher education, conclude the paper. (shrink)

In einer Rechtsordnung, in der das Diktum Fritz Werners vom Verwaltungsrecht als konkretisiertem Verfassungsrecht im Grundsatz nach wie vor gilt und als rechtsstaatlich-zivilisatorische Errungenschaft empfunden wird, muss dies für den Verwaltungsrechtsschutz – den gerichtlichen Rechtsschutz in Ansehung der öffentlichen Verwaltung – erst recht gelten. Das ist nicht nur das Produkt einer mehr oder weniger weit ausgreifenden Verfassungsexegese, sondern ein vielfältig abgesichertes Verfassungsgebot.

Drawing on Ciceronian rhetorical tropes, Thomas Aquinas treats the rite of the Eucharist in terms of the classical ars memoriae. The Eucharist, for Aquinas, is the schooling in desire whereby we are trained to order the associations of our memory to their proper objects in terms of their relations to God. He thus conceives of the liturgy of the Mass as rhetoric proper, which truly teaches, moves and delights. Since memory is the condition of all thought, as both Thomas and (...) Augustine claim, the Eucharist is the “site” of all theological production, and therefore the liturgy is the art of memory of which all other similar arts are derivative. (shrink)

For most of the history of metaphysics, the subject has been dominated by the concept of substance. There is an everyday commonsense notion of substance which is perfectly harmless and which I shall defend against attempts to remove it or revise it away. But I deny that substance has to be construed as a primitive even in everyday terms. Borrowing Strawson’s distinction between descriptive and revisionary metaphysics, I press the legitimate claims of revisionary metaphysics and argue that there is no (...) place for a fundamental concept of substance within it, although aspects of the concept are likely to find their place therein.
